Chapter IX

1770

THROUGHOUT Marblehead’s history as an active seaport there were recurrent periods, which came in waves, of great tragedy to the families of the town’s fishermen. No year passed without some men dying at sea by wreck and drowning, but every once in a while there seemed to be a period when their ranks swelled to a disproportionate degree. The years 1755 and 1756 had been one of these occasions; fifteen fishing schooners and seventy or more men lost. So, too, was the period from 1 January 1768 to 1 January 1770. And in this manner it was to continue until the Great Storm of 1846 when some eleven vessels and sixty-five fishermen perished on the Grand Banks and Marblehead’s major industry of two centuries came gradually to a close.

During the two years ending in January 1770 nineteen fishing schooners and four sail of merchantmen were lost at sea. As a result, 162 Marbleheaders drowned, leaving behind them seventy widows, 155 children, and a financial loss of nearly £14,125. Most of the families were left destitute and without the least hope of support. One of the first orders of town business during the year was to request relief for these widows and orphans from the Great and General Court.

The non-importation question still remained uppermost in the mind. During 1770 Parliament repealed the revenue acts except as they applied to the duties on tea, retained as a gesture of authority. Reports that this was to be the case did nothing to convince Marblehead that it should lift its ban on British imports. In May, the town met to adopt measures to continue and strengthen its determination. It was, therefore, voted,

That after this time every person in this Town importing British goods contrary to the agreement above said, be waited upon by a committee to be chosen for that purpose and desired to reship said goods, and that said committee be hereby directed to apply to ye Town for money sufficient to pay ye freight of said goods back to Great Britain, if, from their being shipped in consequence of ye late partial repeal, or from any other consideration, it appears to them reasonable that ye person aforesaid should be excused from that damage.

That every person in this town, who importing British goods aforesaid, shall refuse to reship them as aforesaid, likewise every person who shall continue to send orders for non-excepted British goods as aforesaid, after this time, until a general importation takes place, be published in the Essex Gazette, and looked upon as an enemy to his country, and we will not either ourselves, or by any person for or under us, directly or indirectly, purchase of such person or persons any goods whatsoever, and so far as we can effect it, will withdraw our connection from any person who shall promote their trade.

That if any person not an inhabitant of this town shall purchase of, or have connection in trade with any such importer, ye committee aforesaid finding ye name and place of abode of such person, is hereby desired and authorized to write in ye name of the town to ye committee of merchants, or Selectmen of such other town, acquainting them with ye proceedings of such purchaser, in opposition to the measures of this town, and desiring ye inhabitants to discountenance such a proceeding, and cause the goods to be returned to the seller.

Seven hundred and twelve householders signed an agreement to refrain from the use of green or Bohea tea; seventeen refused; seven later thought better of it and signed; the remainder, although persons of little consequence in the town, were recorded in the Town Clerk’s office and were to be published in the Essex Gazette as a warning to others of their infamous conduct.

Evidently, there were dispensations granted, however, because on 20 July Ashley Bowen received two ounces of tea from Richard Harris, “by an order from the GRAND Committee.”
