THE OVERSEERS’ FINANCES 1738 – 1769

The manuscript financial records of the Overseers exist in what appear to be complete sequence for the period from 1738 to 1769 (Financial Register, Overseers, box 1, folder 2). The file has been tabulated in aggregate form in the introduction to this volume (see footnote 100 in the introduction). There are only a few scattered manuscript pages of mostly incomplete accounts for the Workhouse (box 13, folder 1) ranging from the 1740s to the 1770s, and these have been summarized along with the Almshouse figures in footnote 100. No comparable run of financial records appears in the eighteenth-century manuscripts after 1770.

The mid-century records are quite detailed in places and include specifics on all types of accounts, including salaries for Almshouse keepers, charges to townspeople for in-home care for poor and often mentally ill wards of the Overseers, and the costs of provisioning and maintaining the Almshouse. Otherwise, the records show clearly the annual budgets for the Overseers as a branch or office or department (in the modern sense) of civic government and administration. Also, the records show the practice of outdoor relief, in which individual Overseers would fund the poor in the latter’s homes out of their own pockets and be recompensed later.

The Financial Register, quite simple in its design and maintenance, is organized by monthly financial statements that summarize debits and bill the Town of Boston for funds to cover those debited expenditures. Individual recipients as well as creditors are identified. In addition to a running monthly record, the financial statements are expressed in annual summaries and in decennial reviews. The final few pages in the Register are part of this financial record, but refer to some random and separate data that do not fall into the sequence of monthly accounts.

The values shown here are in pounds, shillings and pence, the British imperial system based on the unit of the pound sterling which is preceded by the £ symbol. This was the standard currency system in colonial America but was eliminated during the Revolution and replaced by the dollar and its decimal subdivision. The Imperial (or Sterling) system of pounds, shillings and pence remained in use in the United Kingdom, and in parts of the British Empire and Commonwealth, until 1971. The pound was subdivided by 20 shillings, each shilling consisting of 12 pence. Thus the pound consisted of 240 pence. Pence were subdivided further by half-pence and quarter-pence (“farthings”), and the 1/2 and 1/4 included below reflect those subdivisions as they were cited. The designation for shillings was the “s,” or more commonly “/-,” and when pence were given alone, they were identified with a “d.” In the entries below, the first figure refers to pounds, the second to shillings, and the third to pence.

The aforesaid Overseers takeing into consideration the great Numbers they have of late been oblidged to send into the Almshouse for relief, as also the grievous Visitation by sickness, whereby great Care & Labour has been devolved on the Mistress of said House, Voted

That the sum of Thirty pounds (Old Tenor) be allowed & paid to Mrs. Hannah Dyre (the parsenl Mistress of sd. House) for her [late?] Extraordinary services, & that a draft be made therefor accordingly Also, Voted,

Whereas I have had the Care of a poor Child, named Joseph Rooker who hath been with me severall years, but am apprehensive it will be for the Advantage of sd.
