    My dear Sir—

    The inclosed message from the President will give you the true situation of this Country in relation to France according to the latest official information1

    The dispatches refered to in the message contain facts, opinions & information gained by the Envoys in such a manner that I suppose it would be improper, & perhaps dangerous to some persons in france, to have them made public—I expect, however, those who have always been in opposition to the Executive will make another call for papers2
