    I hereby transmit to your Lordship a List of all the instruments proper for stamps used in this province in Courts or out. In order to make it more perfect, I order’d the Clerks & Registrars to return to me a List of the sevral instruments used in their Courts; & I also examined the sevral instruments Articles of the English Stamp Acts & of the Stamp Act heretofore passed in this province.1 From the Consideration of the whole, with the Attorney generals assistance, I composed the enclosed list. This has unavoidably occasioned some delay: but there has been none with me.
